Belarus has reinforced the protection of the Mozyr Refinery, near the Ukrainian border, by installing a Tor air defense system.

The presence of the equipment was identified through satellite imagery analysis by Planet Labs, according to the Schemes project of Radio Free Europe.

The site preparation began in January 2025, when construction started on a specific area for the missile system. In August, the Tor system was officially positioned on the completed structure. At the same time, the Belarusian monitoring group Belarusian Hajun reported the implementation of additional defensive measures around the refinery, such as trenches, shooting positions, and checkpoints.

Located in the Gomel region, about 30 km from the Ukrainian border, the Mozyr refinery is strategic for the country’s economy. The facility produces fuels, bitumen, and petrochemical products, with a significant portion of its output destined for export, in addition to playing a central role in refining crude oil from Russia.

The reinforcement comes amid an expansion of Belarus’s inventory of Tor-M2K systems. Since 2016, Belarus has been receiving these batteries from Russia, with contracts starting in 2015 and additional acquisitions since then. Mounted on a Belarusian MZKT-6922 chassis, the system uses 9M338K missiles with a range of up to 16 km and an interception capability at altitudes of up to 10 km, supported by radars dedicated to the simultaneous detection and guidance of multiple missiles against a single target.
